In May 1985, a group of activists in Western Massachusetts opposed to the interventionist U.S. foreign policy of the Reagan era formed a construction brigade to assist with basic human needs and express solidarity with the people of Central America. Modeled on the Venceremos Brigade, Construyamos Juntos, Building Peace of Nicaragua, raised over $20,000 for construction supplies in addition to funds for individual travel. Between January and March 1986, the 17 activists joined a smaller brigade from West Virginia in constructing the Carlos Armin Gonzales elementary school in San Pedro de Lovago. During their first month in Nicaragua, they witnessed a Contra assault on the town that left one assailant dead and two residents of the town wounded.

This exhibit includes 55 mounted images and 99 35mm slides taken during the brigade’s time in Nicaragua, documenting the brigade’s construction work and providing a valuable visual record of life in Nicaragua during the Contra war. Used in public talks about Contruyamos Juntos, the collection includes exhibit labels that explain the purpose and activity of the brigade, the history of Nicaragua, and the Contra attack in January 1986.

With funding from the Tinker Foundation, the historian Robert Potash and colleagues in the UMass Amherst Computing Center and at the Colegio de Mexico collaborated in 1982 on a project to test the feasibility of using computers to create guides to the richly structured, but poorly organized records of notaries in Spanish America. The collaborative issued their results under the title Guide to the notarial records… (1982), which was followed by several volumes issued by the Colegio de Mexico.

This collection consists of photocopies of records selected from the Notarial Archives in Mexico City from the years 1829, 1847, and 1875, along with data tabulation sheets and computer print-outs.

For the better part of four decades, Nancy E. Foster was active in the struggle for social justice, peace, and political reform. From early work in civil rights through her engagement in political reform in Amherst, Mass., Foster was recognized for her work in the movements opposing war, nuclear power, and the assault on civil liberties after the September 11 terrorist attacks. Locally, she worked with her fellow members of the Unitarian Universalist Society of Amherst and with interfaith coalitions to address problems of hunger and homelessness.

Centered in western Massachusetts and concentrated in the last decade of her life (2000-2010), the Nancy Foster Papers includes a record of one woman’s grassroots activism for peace, civil liberties, and social justice. The issues reflected in the collection range from the assault on civil liberties after the 9/11 terrorist attacks to immigration, hunger and poverty, the Iraq Wars, and the conflict in Central America during the 1980s, and much of the material documents Nancy’s involvement with local organizations such as the Social Justice Committee of the Unitarian Universalist Society of Amherst. The collection also contains a valuable record of Nancy’s participation in local politics in Amherst, beginning with the records of the 1972 committee which was charged with reviewing the Town Meeting.

Background on Nancy Foster

A committed advocate for peace and social justice, Nancy Foster spent decades working through, and sometimes against, the political system to effect positive social change. Born in Duluth, Minn., on Dec. 24, 1928, Nancy Elizabeth (Abbott) Foster was raised in the small town of Warwick, New York. The middle of three daughters born to Frank and Lorena Abbott, her political views were shaped by the hardships of the Great Depression, Pearl Harbor, and the Second World War, and by her father’s faith that it was possible for government to help ordinary people.

A superior student, Nancy was keenly attuned to current events from an early age, writing her senior thesis in high school on the atomic bomb and delivering a valedictory address in 1946 where she called for keeping atomic energy under the control of the Nuclear Regulatory Agency. One year after graduating from Swarthmore with a degree in economics and political science (1950), Nancy married her college classmate, John Foster, and moved to Cambridge, Mass. While John pursued graduate study in biochemistry at Harvard, followed by a postdoctoral position at MIT, Nancy was employed in local social agencies, studied in the School of Social Work at Boston University, and gave birth to the first of the couple’s two children. When their lives were uprooted after John was ordered to Japan to fulfill his military service, Nancy remained busy. While overseas, she carried out the research for her master’s degree in social work, collecting material on marriages between U.S. servicemen and Japanese women, and she gave birth to the couple’s second child.

The Fosters returned to Massachusetts in 1958, settling in Needham. It was there that Nancy’s activism quickened. Energized by local protests against housing discrimination, Nancy volunteered for the Needham Fair Housing Committee, just the second such organization in the Commonwealth, and she was appointed secretary after attending only her first meeting. Just as significantly for the future course of the Fosters’ activism, Nancy and John found themselves deeply impressed by the commitment to social justice exemplified by the Unitarian minister at the First Parish in Needham, sparking what would become a lifelong religious affiliation.

From Needham, John went on to work for two and half years with the National Science Foundation in Washington, D.C., and characteristically, Nancy became active in the local community. Working as a counselor in a clinic for pregnant teenagers, Nancy was witness to some of the early civil rights riots in the city and during Martin Luther King’s March on Washington, she worked a tent on the Mall dispensing “soul help.” By the time the Fosters returned to Massachusetts in 1969, settling in Amherst, Nancy’s involvements seemed only to increase. As a member of the League of Women Voters, she helped to organize a study of the executive branch of town government, leading her in turn into a stint on Town Meeting that eventually extended fourteen years. When the nuclear freeze movement took hold in the Pioneer Valley in the early 1980s, she took up the challenge of organizing against nuclear escalation; in particular, leading local resistance to Reagan-era plans for the mass relocation of urban residents to small towns in the event of nuclear war. Her efforts to raise the issues before the Amherst Select Board and local citizenry resulted in the Board voting against town participation in the project, and her methods for raising awareness served as a model for other towns across the country.

Her highest profile work during this period centered on opposition to the Ground Wave Emergency Network (GWEN), which was intended to serve as a military communications system in the aftermath of a nuclear war. When Nancy learned that the Air Force was planning to build a GWEN communications tower in Amherst in 1985, she invited the colonel in charge of the program to address the town and explain the reasons for the project. Despite the skepticism of the Select Board, Nancy raised the issue in Town Meeting and publicly presented the counterpoint to the colonel’s presentation. Working closely with her colleague Lois Barber, and with the support of local Republican representative Silvio Conte, Nancy saw opposition to the GWEN system spread widely in New England and the mid-Atlantic states, eventually leading Congress to force the Air Force to suspend the program until a thorough study of the impact of electromagnetic radiation on the public was completed.

In later years, Nancy continued to press for social justice locally and regionally, working closely with the Bill of Rights Defense Committee and the American Civil Liberties Union, and with local activist organizations such as SAGE and the Social Justice Committee of the Unitarian Universalist Society of Amherst. Her antiwar work accompanied work on a host of related issues ranging from hunger and economic inequality to opposing the Patriot Act and the erosion of civil liberties in the years following the September 11 terrorist attack on the World Trade Center. A regular presence at the Amherst July 4th parades, she was noted for carrying placards promoting civil liberties, earning a senior activist award from the Amherst Human Rights Commission. In addition to her social and political activism, Nancy was a beloved family member and the center of a large circle of friends. She died in Amherst on June 24, 2010, and was survived by her John and children.

A long-time historian at UMass Amherst, Jane Meyer Rausch was widely recognized for her work on the frontier history of Colombia. A graduate of DePauw University (1962), Rausch joined a growing program in Latin American studies at UMass in 1969, shortly after receiving her doctorate in comparative tropical history from the University of Wisconsin Madison. The recipient of a Fulbright Award in 1987, she taught widely in the history of Latin America and the Caribbean, and wrote four major monographs on the Colombian frontier in the colonial and national periods: A Tropical Plains Frontier : the Llanos of Colombia, 1531-1831 (1984); The Llanos Frontier in Colombian history, 1830-1930 (1993); Colombia : Territorial Rule and the Llanos Frontier (1999); and From Frontier Town to Metropolis: A History of Villavicencio, Colombia, Since 1842 (2007).

Centered on the research and teaching, this collection documents the career of Jane Rausch from her days as a graduate student in the late 1960s through her retirement. In addition to a range of professional correspondence, unpublished works, teaching materials, and student notes, the collection includes several hundred 35mm slides taken by Rausch while traveling in Colombia.

A man of diverse and interests, Jon Maslow was a naturalist and journalist, an environmentalist, traveler, and writer, whose works took his from the rain forests to the steppes to the salt marshes of his native New Jersey. Born on Aug. 4, 1948, in Long Branch, Maslow received his MA from the Columbia University School of Journalism (1974), after which he spent several years traveling through South and Central America, studying the flora and fauna, reporting and writing, before returning to the States. Always active in community affairs, he was a reporter with the Cape May County Herald (1997-2002) and the West Paterson Herald News (2002-2008). The author of six books, including The Owl Papers (1983), Bird of Life, Bird of Death, a finalist for the National Book Award in 1986, and Sacred Horses: Memoirs of a Turkmen Cowboy (1994), he often combined an intense interest in natural history with a deep environmentalist ethos and, particularly in the latter two cases, with a deep concern for the history of political turmoil. He died of cancer on Feb. 19, 2008.

A large and rich assemblage, the Maslow Papers document his career from his days as a young journalist traveling in Central America through his community involvements in New Jersey during the 2000s. An habitual rewriter, Maslow left numerous drafts of books and articles, and the collection includes valuable correspondence with colleagues and friends, including his mentor Philip Roth, as well as Maslow’s fascinating travel diaries.

Lewis Hanke, the Clarence and Helen Haring Professor of History from 1969 to 1975, was a scholar of Latin American history, served as the president of the American Historical Association, worked extensively as an editor, and was best known for his research on Bartolome de Las Casas. Hanke was born in 1905 in Oregon City, Oregon, and received his B.S. and M.A. in history from Northwestern University. After earning his Ph.D from Harvard in 1936, the great depression barred his way to professorial appointment, allowing Hanke to work outside of academia as the director of the Hispanic Foundation until 1951. After teaching at the University of Texas and Columbia University, Hanke eventually became a professor at the University of Massachusetts in 1969 until his retirement in 1975. During his tenure at the University, Hanke edited the Guide to the Study of US History Outside the US, 1945-1980, and the year before his retirement, he served as the president of the American Historical Association, where he oversaw the re-writing of the AHA’s charter. Hanke died in March, 1993.

Lewis Hanke’s papers document his historical research and his prolific scholarly output. The largest portion of the collection are notes, correspondence and administrative records relating to his editorship of the Guide to the Study of US History Outside the US, 1945-1980, as well as a collection of his published and unpublished papers from 1939. The collection also includes notes, correspondence, and image reproductions for Hanke’s book Spanish Viceroys. The remainder of the collection is professional correspondence, documents from Hanke’s tenure as AHA president, and materials from his many research projects.

During the academic year 1986-1987, the campus at UMass Amherst was a hotbed of political protest, fueled in part by the US intervention in Central America. The arrival on campus of a CIA recruiting officer in November set off a string of demonstrations that attracted the support of activists Abbie Hoffman and Amy Carter, daughter of former president Jimmy Carter. The occupation of the Whitmore Administration Building was followed by a larger occupation of adjacent Munson Hall, resulting in a number of arrests. Hoffman, Carter, and eleven co-defendants were tried and acquitted on charges of disorderly conduct were tried in April 1987.

The Collection contains 61 mounted photographs of marches, demonstrations, and protests in Amherst and Northampton, Mass., taken by Charles F. Carroll, Byrne Guarnotta, and Libby Hubbard, all students at UMass Amherst. The photographs are a vivid record of campus and community activism, and particularly the mobilization against the CIA and American intervention in Central America, as well as the arrest and trial of Abbie Hoffman and Amy Carter.

In 1921-1922, Chilean workers on sheep ranches in Patagonia rebelled violently against their conditions, egged on by anarchist agitators. Under pressure from Conservatives to act decisively, the Radical government in Buenos Aires ordered the 10th Cavalry Regiment under Hector Benigno Varela to quell the disturbance, which they did with a heavy hand.

The Patagonian Rebellion Collection consists of typescripts and photocopies of materials relating to the suppression of the workers’ revolt of 1921-1922. The most significant items include the official diaries and reports of cavalry officers sent to quell the uprising, but the collection also includes correspondence after the fact, news clippings documenting public reaction, and photocopies of photographs depicting the principle individuals involved and the damage wrought. .

Biographical Note

In 1916, the election of Radical Party candidate Hipolyto Yrigoyen as President of Argentina initiated a particularly tumultuous period in the long-running conflict between conservatives and Radicals. Exacerbated by partisan posturing, unrest among the working classes peaked during the war years, resulting in a series of violent strikes and even more violent crackdowns, and spawning a series of vigilante attacks on alleged “Bolsheviks” that ultimately consolidated and strengthened the hand of the New Right and their supporters in the Army.

These tensions played out to unusually tragic ends in Patagonia. In 1920, a dramatic drop in the price of wool and lamb began to play havoc on the lives of workers on sheep ranches throughout Patagonia, many of whom were Chilean immigrants laboring on ranches owned by British and other European landowners. Beginning with a series of strikes in the southern provinces of Churbut and Santa Cruz, and abetted by anarchist agitators, the farm workers struck out at ranchers, doing damage and alarming the elite.

In November 1921, Honorio Pueyrredon, the Minister of Foreign Affairs — himself a major landowner and staunchly conservative opponent of Yrigoyen — ordered a contingent of the 10th Cavalry Regiment to quell the disturbances. Under the command of Héctor Benigno Varela, the Husares de Pueyrredon initially succeeded in their task, and through negotiation with the workers, helped restore a measure of calm. The landowners, however, perceived Varela’s approach to be akin to surrender and demanded a more forceful response.

When troubles flared up again in January 1922, the situation rapidly escalated. The interim governor of Santa Cruz, Francisco Céfali, pleaded with the central government for decisive action and, prodded by the British and American legations in Buenos Aires, Pueyrredon guaranteed a solution. The 10th Cavalry crushed the rebellion in Santa Cruz with force, leaving an uncertain number of dead, but perhaps as many as 200.

This harsh reaction to the crisis further stained the reputation of the Yrigoyen administration, already stained by violence, labor unrest, and instability. Yrigoyen left office in 1922, replaced by the conservative Marcelo Alvear. Meanwhile, anarchists continued to lash out, seeking revenge on the military. On January 27, 1923, Varela was assassinated.

Scope and contents of the collection

The Patagonian Rebellion collection consists of photocopies of typescripts of materials relating to the suppression of the workers’ revolt in Santa Cruz Province, Argentina, in 1921 and 1922. The most significant items include the official diaries and reports of cavalry officers sent to quell the uprising, but the collection also includes some correspondence after the fact, news clippings documenting public reaction, and photographs of the principle individuals involved and the damage wrought.

The official diaries kept by the officers, particularly Lt. Col. Hector B. Varela of the 10th Cavalry Regiment and subordinates in the 10th and 2nd Cavalry, offer insight into the maneuvers of the regiments, intelligence received on the progress of the revolt and on the sheep ranches, and detailed descriptions of the terrain. The diaries and reports of Capt. Carlos Anaya, Lieutenant Emilio Correa Morales, and Sublieutenants Federico Sidders, and Rafael A. Loza (all 2nd Cavalry) are particularly detailed, and the reports of Correa and Anaya include a copy of the notice directed at the revolutionaries that was circulated among the sheep ranches. Written after the insurrection had been suppressed, the reports also provide mortality figures and proposals for restoring order to the ranches.

Although the correspondence in the collection is slight, it includes some valuable information on the army’s early response to the outcome. The earliest letters commend the army’s role in combating sedition and include proposals for distributing awards of merit to the officers leading the expedition. Other correspondence discusses the President’s reaction to the affair in Santa Cruz and the later aftermath. There are four letters from 1964-1965 between Anaya and Juan Enrique Gugliamelli, Director of the Center of High Studies and of the Superior School of War, discussing the ongoing tribute paid to the uprising in Santa Cruz.

The photographs in the collection are poor quality photocopies depicting the soldiers involved in the as well as photographs of the sites of destruction. Correspondence dating from after the suppression of the upheaval illuminates the attitudes within the military about the situation and the men involved up until 1965. All of the materials in the collection are photocopied reproductions. The written materials have been transcribed and are arranged chronologically.
