Finding Electronic Books NetLibrary is an online, full-text book service. Although this e-book collection contains many excellent titles and is convenient to use, it is not nearly as extensive as the Library's print holdings. E-books are not yet available on all topics. Access to NetLibrary from off-campus is available to UMass Amherst students, faculty and staff with their OIT account. First-time users must be on campus to set up an account. In NetLibrary, select "Create an account," and then provide a username and password. Thereafter, you can connect from anywhere. Select "Subject" from the drop down menu, type your subject in the box, then click "Search." You can also search by the title or author of the book. Selected NetLibrary E-books on public policy and administration related topics follow. Frederickson, H. & Johnston, J. (1999). Public management reform and innovation research, theory and application. Tuscaloosa, Ala. : University of Alabama Press. Peters, B. (1999). American public policy: promise and performance. New York: Chatham House Publishers.. Schill, Michael. (Ed.) (1999). Housing and community development in New York City. Albany: State University of New York Press.
